U.S. Dept. of Education = grouchy employees?

A colleague alerted me to this one: the federal Department of Education ranks 27th out of 30 in the annual Best Places to Work in the Federal Government 2009.
Apparently the Best Places to Work rankings are compiled every year. The website touts the list as “the most comprehensive and authoritative rating of employee satisfaction and commitment in the federal government… produced by the Partnership for Public Service and American University’s Institute for the Study of Public Policy Implementation (ISPPI).”
“The overall index score measures the performance of agencies and agency subcomponents related to employee satisfaction and commitment,” according to the site.
Ranked number one? The Nuclear Regulatory Commission.
