Is this the new way? Oregon is poised to experiment with new strategy for college tuition and the debt that almost inevitably follows.

“They see it as a transaction, not as a grant,” according to a Portland State University student who was part of the team that crafted the proposal which would require students to commit a small percentage of their future incomes to repay the state. Students who earn very little would pay very little, according to a New York Times story on the issue.
