State Superintendent Tom Torlakson will testify in Sacramento today on Gov. Jerry Brown’s proposed education budget as well as the fiscal emergency facing California schools, according to his office. The testimony will be given to the Senate Subcommittee No. 1 on Education’s Budget and Fiscal Review beginning at 2 p.m.
